weird measure numbers

I am new to this forum. I hope somebody can help me.
I am trying to change some barlines, but when I try to do so, some measures appear with a #
the numbers of some measures don't match with the acutal measure, so when I try to change the barline, a different one changes. I am trying a lot of things and it is driving me crazy because I can't find the logic.
sorry if I cannot make my self clear enough, I am Spanish and it is hard for me to explain this

the file I am working now has this numbering
measures 1-8 then #9 and then 9 again, then 10,11,12, #14, #15, 13 ...

I am really frustrated

I have found a solution insertin a bar, copying the weird bar there, then deleting the weird bar.
still I would like to understand what is happening.

What you describe, is a well known bug.

Take a look in
Preferences - View

In the pane Measure Numbers you have selected the option
Display Defined Measure Numbers
- right?
This option controls the display in Finale’s dialog boxes (not the display in the layout).

Instead, select the option
Display Actual Measure Numbers
This option will change the display in Finale’s dialog boxes.
The display in the layout will not be affected.

The option
Display Actual Measure Numbers
avoids the bug.
