How would I accomplish this?

Enter the music with all right-hand notes in the top staff (using ledger lines for now). Use Utilities/Stem direction on the bottom staff to point stems down. Go to the Note Mover tool and pick Cross Staff. Click on each measure and select the handles of all the notes you want to move (Shift click on each handle) then drag them down. Or, do them one at a time. Perhaps there a plug-in that makes this easier en masse, but I don't know it. The cross-staff plug-in is for something else.

Thanks. I had tried exactly that, but I got this result: I deleted the notes and tried again. Same thing.
Then, after you posted, I tried it in a fresh measure
and it worked as expected. Weird.
