Just curious, has anybody seen this before in music? I am on bass trombone in a full concert band.

I have never seen it before, although I suppose at a very slow tempo it could almost make sense. Other possible explanations: the other instruments have long notes with fp so the arranger is being consistent; the arranger is imagining an approach and wrongly thinks this expresses what he means; or maybe the arranger is not very experienced.

Very few white notes in the piece which has an electronic accompanying part.

It's impossible to play fp on a 16th note. fp means a forte attack immediately tailing off to p. You'd need at least 2 beats to realize the effect. I would write sfz or just f. For just that one measure, "sneaky and quiet" means nothing - I would ignore it.

It could just be a poorly implemented score marking that is showing up in all the parts rather than only the ones to which it applies. As others have said, ignore it.

Or, it's a "tempo" marking like "Mysterioso" but in the wrong font.

It may relate to a general effect and make more sense at the first rehearsal. What's the orchestration?

Full concert band. However, it has a recorded electronic accompaniment played along with it. Most of the way through it is short and syncopated.

This is what I think but I have only looked at the three trombone parts. The 1st and 2nd trombone have another sixteenth note in measure 55. However, it is not how I would write it.
