Is there a way to have a multiplet span over two clefs (i.e., chord with top notes written on treble clef and lower on bass clef) or to have a multiplet start in one clef and end on another (i.e., triplet with first two notes on treble and last note on bass?)

Sure. Create your entire tuplet in the treble clef. Then with the note mover tool, drag the needed notes into the bass clef.
