My system won't move up

I am working on a full orchestra score and most pages are fine when I try to 'even' up all the tops of the systems. But...occasionally there is a page where it refuses to be dragged up (staff-drag). I have unlocked systems, moved things via page layout....just trying to figure it out. Nothing. Argh. Any ideas?

Without seeing the file the only guess I can make is that it is to do with either ‘System Margins’ (top or bottom) or ‘Distance Between Systems’ both of which can be edited via the Page Layout menu.
I expect somebody here may have some other ideas if you've already done that.

I was able to 'fix' it (not really) by dragging all of the other ones down to where the problem one was. But I'd really rather actually fix it. Now the other 3 movements will have to be dragged down as well.
I'm attaching a screenshot. The page on the right is the one with the problem. It won't drag up anymore. I wanted it to match the page on the left.
I'm not sure the screenshot helps but...

instead of trying to drag systems, check your page margins so that they are the same on top of all pages
and also check your system margins so that the ones on the top of pages are also the sameFinale 3.7 > 27.4.1, GPO5, ASUS laptop, 18.4'' display, Intel Core i7, 32GB RAM, WIN 10 Pro, Cubase

My guess is the system top margin rather than the page margins. Try dragging this handle down, or use the dialog to make all system top margins the same (you may want the first page to be different).

I checked...page margins should all be the same. Still won't budge.

How do I just take a few pages out of my finale document and save as finale document? I'd rather not post the entire piece here.

Then, in the duplicate document, follow Mike Rosen’s advice, and delete as much as you like.
You can safely delete all the notes - since we only need to examine the page margins and system margins.
And you can safely delete all the measures after the “pesky” page.

Ok, deleted the notes. Here's the whole thing.
Page 40 and 71 seem to have the dragging up problem. I only really looked at the first half of the piece so later you'll see the systems at various levels as I hadn't tried to adjust them yet.
I now realize (it has been a while since I created an full orchestral score) that I need to hide all the empty staves and that will allow for more systems per page. Oops. I'll work on that now. But I'm still wondering how to fix that pesky problem of the immovable system.

You need to reduce the page size to below 250 k.
Deleting items in the selection windows (Articulation Selection, Expression Selection, Shape Selection, Chord Suffix Selection, &c.) will reduce the file size a lot.

I actually cleared all items. So there's nothing but measures and instrumentation. If I make the page size smaller, that may fix the problem...or create new ones. I'm trying to use exactly what I have on my computer to show the problem. I guess that's not possible. Well, hopefully when I hide staves, it will clear up the problem anyway!

Yes...no luck. But thanks. I have now hidden all empty staves and will begin at the beginning of the score again, now with several systems per page. Hopefully I won't run into this problem again.

Still running into the problem. Margins are all fine and it is only on a couple of pages. Oh well. I will HAVE to figure out a workaround.

When I checked the 'general' system margins...they looked fine. But when I checked the SPECIFIC system that was the problem...I made the margin much smaller and now it seems to be ok.
So I apologize to the person who told me to check the system margins. Obviously I didn't check the correct margin.
