Trouble with 1st and 2nd repeats

My 1st repeat should play measures 1-12 then repeat to measure 5. Then it should play from measure 5 to measure 8 then go to 2nd repeat at measure 13. But the 2nd repeat starts and measure 5 and goes to measure 11 then goes to measure 13. What am I doing wrong? I tried attaching a screen shot but I couldn't get it to work.

Repeats can be a bear.

We can’t really tell from an image. Can you post the file? If necessary, just a page or two is fine.

gsailors,

If you attach (a small sample of) your Finale document, then I am confident that someone here can find out, what you are doing wrong.
You can clear the notes from the sample document.
We do not need the music; a document with the empty measures will do when examining the repeats.

Meanwhile, have you tried the Repeat menu?
In the menu there is a command for creating First and Second Ending (you must first select the measures that should be in the first ending).

Actually, in the first ending.
But generally speaking, using the commands of the Repeat menu takes care of the correct route for playback. Recommended.
