Unable to paste from layer 1 into layer 2

I have a staff with Horn 1 and 2.
Horn 1 is the assigned to layer 1 and Horn 2 is assigned to layer 2. They share the same staff.
I select layer 1.
I select Show Active Layer Only.
I select a couple of measures and copy them.
I select layer 2. Now all the selected measures are filled with rests since they are no notes in them.
I choose Paste.
Nothing is pasted, i.e. layer 2 only consists of rests.
The Undo list shows Undo Show Active Layer Only.
Notes and rests are checked in the Edit Filter.

That method will not work.
You can not paste from one layer to another layer.
You are copying only Layer 1 entries (because of Show Active Layer Only).
This means that the Finale Clipboard contains only Layer 1 - and nothing in Layer 2.
When you paste the contents of the Clipboard, Layer 1 (= the Layer 1 entries) will go into Layer 1 of the target.
And nothing will go into Layer 2 of the target.
Instead you must insert an extra step of moving (or copying) the Layer 1 notes to Layer 2.
As motet has pointed out, this can be done with
Edit menu > Move/Copy Layers…

Copy layers worked, thanks! However I'm pretty sure that I've used the method in my first post previously. I know for certain that in order to paste something into another layer one must hide the other layer to preserve it.
That doesn't work either.

You can merge layers with the free plugin JW Staff Polyphony. The process is completely automated and a lot easier that trying to do it within Finale.

I was going to suggest the same. Problem is: none of those plugins have been updated in years, some no longer work with recent iterations of the macOS or CPUs, or else crash very readily. I'm deeply concerned about the future of Finale without similar functionality or updated JW Plugins. They've become indispensable and unless and until they're either updated regularly or baked into Finale, the long-term prospects for Finale are dimmer. Just my $0.02.

Mike, most of them work fine or at least somewhat. But as one example, in JW Accidentals, if you change any of the default profiles and hit Save, it crashes. There is no way to use it with anything but the default. Also, some things in JW Change no longer do anything. Most functions do, but some don't.
