How do I write these 2 measures

I use Finale v25.5, and I'm trying to write the third and fourth measures as in the attached Fig 1.
The time signature is 4/4, but the third measure has the equivalent to 9 quarter notes and the fourth measure has the equivalent to 10 quarter notes. I can't figure out how to do this. Any help? Thanks in advance.

You can either write the little notes as grace notes, or else make the time signatures 9/4 and 10/4 and set them to display 4/4 (i.e. nothing, since that's what the previous measures are.

Motet is right. I would go with grace notes and use Note Mover for cross-staff beaming, then it will take some adjustment with the Special Tools beam mover to get it looking the way you want.

Grace notes might be too close together, though. Regular notes can be shrunk.
