Finale 26.3 ghost measures

I have a document created in Finale for Windows that has a ghost measure for its first measure, as shown.

Nothing has been done to alter the measure -- for instance, no attempt has been made to begin with a partial measure. Notice that there are no rests in the measure. Similarly, the measure will not accept notation either from direct input or from pasting. In addition, it cannot be selected, for instance as shown here:

... or in any other way, so it cannot be deleted. Would someone familiar with FInale 26 for Windows please tell me how to get rid of this measure? Thanks!

Attach here a (small) Finale sample document with the problem.

I am confident that some forum user can find the culprit, by examining the sample document.

However ... take a look here (just a guess):
Tools > Page Layout > Systems > System Space before/after Music
You won't see any value in the boxes, but enter a 0 "zero" at Extra Space at Beginning of System, that might clear it up.
I just had exactly the same problem with a weird "measure" (actually only an extra space) at the end of systems and that fixed it.
