I'm trying to match the plus sign size to the time signature, but no matter what font I try, all I get is this umlaut "o".

What font are you using for the large time signatures?
Are you still using F2014.5? Did you look in Document options > time signatures?

See below. Engraver Time doesn't have a plus sign, so use a different font, like Engraver Text.

Ah! Though it seems weird that the EngraverTime font wouldn't have a plus character. I had to use Arial. But it works.
