In the attached example, the spacing on system 1 is OK with me. But
on system 2 I would like the quarter notes to appear as evenly spaced as on system 1.
I tried using the "fit measures" utility with three measures or two measures per
line but that doesn't quite do it either. Any suggestions? Thanks.

The beats in both hands must be vertically aligned. The quarter notes in the second system are not evenly spaced because some accompany triplets in the other hand and the others don't. What you have is fine.
