Page Format - unable to change the units

After changing the Page Format for Score (and Parts) units to centimeters it doesn't change. I've tried all settings but it "freezes" at inches no matter what unit I choose. I can change things such as page size. I've tried opening a default document but it's still the same.

And you are changing the Measurement Units in the pop up menu at the bottom - right?
You are telling that ‘it’ does not change.
What do you mean by your word ‘it’?
What is it that does not change?
- the numbers?
- the Measurement Units?
- or both?
What happens when you choose units?
Does the pop up menu immediately jump back to Inches - before you can do anything at all (like e. g. type numbers)?
In short:

What are you trying to achieve?
How are you trying to do it?
What happens when you do that?
What doesn't happen that you expect to happen?
FYI:
1) You can change the program’s default Measurement Units to other units than Inches (use the Edit menu’s sub-menu Measurement Units).
Since this is a program setting, it will apply everywhere (= a global setting).
2) You can change the Measurement Units “on the fly” by typing in a number in one of the measurement dialogs followed by
e for EVPUs (or evpus, or EVPUs)
pt for points (or pts, or points) 1pt = 4e
s for spaces (or sp, or spaces) 1s = 6pt
p for picas (or pi, or picas) 1p = 2s
i for inches (or ", or in, or inch, or inches) 1i = 6p
c for centimeters (or cm, or centimeters)
m for millimeters (or mm, or millimeters)
Note: When you’re overriding the global setting in this way, you even have an extra unit option (millimeters) not available in the sub-menu for Measurement Units.

If you change the measurement units at the bottom of the Page Format dialog, the numbers in the boxes change, but the page size pull-down menu choices don't. If you change the units globally via the Edit menu, then the page size pull-down menu choices will change. Another detail they overlooked.
Thanks! Although I've been here for quite a while.
According to the Finale User Manual you should be able to override the global measurement settings by selecting another one in the Page Format for Score dialog box. It doesn't work. If I change units from inches to centimeters, click OK, close the dialog box and reopen it, it has reset itself to the global setting with regard to the measurement unit. I can verify it by using the ruler, it displays itself in inches too.

mmike served me the solution, that is going to the global settings and change it there.

Perhaps it's not clear, but changing the units in that dialog only applies to that dialog for the time you have it open. With the one fubar I discussed above. I'm not surprised the ruler doesn't change.
