I would use the Expression Tool.

In the Expression Designer, in the Playback chiclet, you can specify that an expression should only affect one specified Pass.

Use one expression to Mute, and another expression to Unmute after the Pass.

The way you mute/unmute, depends on the playback device.
Look in the MIDI/Audio menu
Are you playing Finale through MIDI, or through Audio Units?

1) When playing Finale through MIDI, you can mute by setting Controller 11 to zero.
Example (play only on 2nd Pass):

Create an expression for 1st time through, something like: "Tacet 1. x"
In the Playback chiclet, set Controller 11 to zero, and set the text's font style to "Hidden".

Fill in the correct number in the "Play Only on Pass..." input box.
You'll will see this option under the Playback chiclet when you are creating your expression.

For 2. x, create an expression like, "Play 2. x only."
Don't hide this text, and set the playback to Controller 11 = 127.

2) When playing Finale through Audio Units, instead mute by changing to an unused channel.
Then, to unmute, change the channel back.
