Finale automatically abbreviates groups of empty measures when parts of a score are extracted. If such a document is further edited and, say, an additional 12 measures are emptied, can they also be manually abbreviated (i.e. as a single measure with 12 above the horizontal beam)? If so, how is that done?

I hope I understand your question... I would select each part, Select All and use the "Multimeasure Rests -> Create" command. The added empty measures will be transformed into MM rests, next to the previous MM rests. If there is no double barline between old and new empty regions (or any other Break MM rests instruction), Finale will combine all the rests of adjacent regions into one big MM rest.
