Hello,
I have create a separate blank page which contains a poem. In this poem I have marked cadence and modulation points, however, I would also like to drawn contour lines below the text. This page contains only text - no staffs. Is this possible?

Welcome to the forum!

I suppose that you are trying to add lines by using the Smart Shape Tool - right?
And you will export the finished score as a PDF file - right?

Two ideas:

1) Since the page had no music notation, consider creating the page in another program (use the right tool for the job).
Then, export as PDF, and add the page to the score PDF file.

2) Instead of adding a blank page, add a page with one staff.
You can attach a line to the staff, and make the staff display nothing (use the Staff Tool):
no clef, no key signature, no time signature, no staff-lines, no rests, no … (&c.)
In that way the staff will be invisible, but you can attach items to the staff.
