...is not working for me in Finale 2012, using the "create dynamic / key velocity 0 / OK / assign" method. I check it by muting all the other staves in score manager, and I'm still hearing it. What might I be doing incorrectly?

If your cue notes have been created with the plug-in, they are in Layer 4.
The fastest way to mute that layer locally is to use the plug-in JW Change -> Note Entries -> Playback -> Mute, applied to layer 4 only.

If cue notes are the only thing in Layer 4, you can turn off the playback of layer 4 globally in the document options.
