How do I set up a percussion staff to accommodate both pitched (vibraphone) and non pitched (5 cowbells, snare drum, etc.) instruments? This is purely notation and no playback. Thank you.

Set the staff up for Vibes. Make a new Staff Style where Transposition is set to Percussion Clef and Key Signature is set to not display. Apply the Staff Style to the regions that you want the percussion. To force the key signature when going from Percussion back to Vibes, use Measure Attributes to set "Key Signature - Always Show".

Not if it's applied to only the first measure of the instrument change.

I think if you instead start with percussion, use Change Instrument to switch to vibraphone, then use a staff style to suppress key signatures when you switch back, that will avoid the above problem.

OK, now I get you. I guess the only other way is to make a fake key signature as an expression.
