make normal barline

In the attached file, the end of meas.1 has a double bar. How do I
make it single, i.e. "normal?" Thanks.

Document/Document options/Barlines, uncheck "Double barline preceding key changes."

Well, in this case proper "etiquette" is to have a double bar at a key change. It's common practice.

I agree, but nevertheless the Measure Tool can't make it into a single barline (perhaps there should be a "single" option in addition to "normal"; "double bar before key changes" is a "recent" feature that's perhaps not thoroughly thought out).

Sometimes people are creating method books, etc., so you never know.
