I'm getting this problem frequently - it gets solved eventually
but I don't know how. I have pasted some measures in the attachment below.
Here's what happens: I attempt to edit a note, let's say to move it up a
few steps (Speedy tool). I click on it but instead of staying on the
note there is a white (editing) box that flashes on and then is gone,
not permitting me to edit. I don't know if the attachment will
mimic the problem. Like bringing the car to the mechanic and
nothing appears to be wrong. Thanks.

In Speedy Options try unchecking Autolaunch Frame.

It's kinda strange thing. What I'm finding, is that the problem still occurs even though Autolaunch Frame is unchecked. However, when the problem happens I go to Speedy Options (with Autolaunch Frame unchecked) and I just click "OK." That seems to make the problem go away. I'm sharing this in case it's helpful to others.
