Can/would someone please tell me WHERE I can check which libraries are loaded in a given document?

Finale doesn't remember any library imports. You could enter which library(ies) you import in the File Info pane of the Score Manager under "Description". Otherwise, there must be some unique settings that might indicate a library has been utilized.

Only saving grace is, the current set of libraries is way better than it has been in the past. This has been a feature request for years.

For expressions (a.o) for example, I add an expression identifying the library and place it at the first position at the top of Show All, then resave the library.

The real problem is that 'a library' is not an immutable thing. For Chords, Articulations and Expressions, you can add multiple libraries to the same document, and then save the collection as a new library.
And: if you delete or change any of the expressions, chords, artics -- is the library still loaded?
(It's a bit like the Ship of Theseus...!)

Nice reference and analogy, the ship of Theseus...
Some "stable" libraries can be named. I designed my own chord suffixes and saved them as a library. If I add suffixes or make improvements, I still save the library under the same name. I see it as the "same ship"
Same thing with other "reference" libraries that I have developed (staff styles, jazz or orchestra expressions, etc...) They are starting points and loaded into my templates.

It has to be said that 'another notation app' has a very nice implementation to address exactly this, in which you can compare all objects and options in one document against those of another, and copy over any or all that are different or missing.
This is exactly the kind of thing that should have been implemented in Finale, but hasn't; and probably never will be, unless someone comes up with a plug-in..
