In Document Options > Ties, make sure the Positioning settings all have the same amount for the vertical position. In the Finale default file, it is 6evpu for over ties and -6evpu for under ties.

Posting a small sample file rather than a picture might help.

In your movie, what's odd is that when you switch to the tie tool, the tie jumps; maybe that's a clue.

You might also try right-clicking on the tie handle and unchecking "Avoid staff lines."

The tie on the lower Ab looks too high. How about this-

Robert Patterson has developed a plugin called "Tie Mover". If you do a lot of adjusting of ties, you might want to get the 30 day demo and try it out. For instance, you can set Tie Mover to move those ties on spaces in the staff up or down into the next space, as in my picture.

Something is amiss. My advice is to delete that tie and start over.

In the video, dragging the left handle moved the whole tie, which it isn't supposed to do, I don't think.

Delete all but those few systems and upload your file here. Or put your file on Dropbox.

I did this with V. 27, so apparently not. I looks like now it's apparently "always flat" and dragging the left handle suffices, so never mind what I said about that.

The problem you describe has existed for many years.
Apart from using the aforementioned plugin, a solution would be to switch "from autopilot" to "manual control".
Click on the handle, press Enter or Return and edit the tie.
Turn "Outer Placement" to "off" (as shown). Then make the necessary settings and they will be saved.

Just to make things clear:

The tie has a handle on its “arch”, but you should instead select an End Point handle.
Then, hit Enter or Return.
