Chord symbols on repeats

I need to input a different set of chord symbols on second repeat. The chords would appear in two layers, similar to the appearance of the words when having multiple stanzas. It must be simple but can't figure it out.

I am using the latest Finale for Windows.

You could add the second set of chords on a second line an add an expression "2nd x".
To obtain more chords than beats in a measure, create them in an another measure and drag them into position into the second line of your measure.

Michelp's suggestion should meet your need; but placing the 2nd repeat with the different chords after the 1st is clearer to read, and no explanation is necessary. Writing reader-based notation is a good rule to follow.

OK, I don't know how to do this. How to open the second line?

It is not a real second line like the one used in Lyrics (verse 1,2, etc...). It is more like "piling up" chords on the same spot.
My suggestion was to create the second set of chords in another measure and drag them on top of the existing chords in the original measure.
But there is even a simpler way : Chord tool, select an existing chord, and press the up arrow on the keyboard. This will allow you to enter a second chord on top of the existing one.

You may already know that both the handle of the diagram and the handle of the chord name must be highlighted before dragging the two by the upper handle, so that both the name and diagram move together. If opting to create additional chords in another measure and drag them back, they will snap to the measure into which they are dragged.

IMHO, using different chords is not a repeat and I would write it out completely. No 1st and 2nd endings. Always keep it simple for the musicians to understand
