Clef and Time signature boxes don't work

Out of nowhere, I'm editing a score and now the clef and time signature tools don't do anything. Every other tool works as it should, but for specifically those two, when I double click a measure nothing happens and the box doesn't appear. I've made new files and it doesn't work anywhere, so it's not a file issue. Is it time to reinstall Finale?

Do these things in this order until the problem is solved:
- Close Finale and restart
- Reboot the computer
- https://makemusic.zendesk.com/hc/en-us/ ... inale-etc-
- Reinstall
