Hello,
After moving a couple of measures from the left page to the right, Percussion 2 & 3 staves moved to the bottom of the page. I haven't been able to return them back where they belong, between the Percussion 1 & 4 staves. Any ideas how to deal with this?

This is a test, not a solution:
Your screen shot shows Page View.
What about Scroll View?
What do all the staves (at this place in the music) look like in Scroll View?
The look in Scroll View might give a clue to the problem.
Something to try (on a backup copy!):
Staff Tool.
Staff menu > Respace Staves…
Try the option
Set to Scroll View Spacing
