4/4 is the only time signature Finale is giving me access to. Whether it's creating a new file or attempting to edit an existing one, nothing will change the time signature from 4/4.
I uninstalled and reinstalled following these directions, to no avail:
https://makemusic.zendesk.com/hc/en-us/ ... ing-Finale
If it matters, I was only able to complete 2 of the 4 steps for the uninstall; then the computer couldn't find the requested folders/files, but I did then reinstall.

Miker, thanks for the reply. I'm not sure which document you would like me to post.

How are you changing the Time Signature - with the TS Tool? There is another way - Selection Tool, right click where you want the new TS and select it from the popdown menu.

I've tried that, and tried both ways with the TS tool - simply selecting a new time signature, or selecting the "Edit Time Signature" option and changing the number of beats that way. Neither one works. But... I just discovered a not very useful workaround of sorts. I can change the TS in any bar in which any notes or rests are entered, although it won't continue that new time signature into any bars that are empty.

I may update to 27 in hopes that will fix the issue.

Do you by any chance have multiple measure regions and have unchecked "include in measure numbering" in a measure attribute somewhere? If so, the work-around is to temporarily change Preferences/View from "display defined measure numbers" to "define actual measure numbers."

Thanks Motet. I don't think that is the case, but I went ahead and changed to "define actual measure numbers." No progress though...

Usually if a tool seems broken, the advice is

Thanks Motet! Fixed it. I should have thought of that - I have to trash the prefs early and often in pro tools.
