In the attached I wrote meas. 1-4, then I connected the stems
individually to make meas. 5-8. Is there a way to set things up so
that those groupings (meas.5-8) are formed automatically?

Use this for your time signature. If you've already entered music, run Utilities/Rebeam Music.
