Measure numbers on multimeasure rests

It looks like if you put measure numbers at the start of each system and you put measure number ranges on multimeasure rests, if the rest is at the beginning of a system it suppresses the start-of-system number. This is not good, because one wants to be able to run one's eyes down the left side and find the measure you want.

If you want a measure range, you can set the position of the numbers, but if you just want the starting number, it chooses some default (apparently a value designed to clear a treble clef). Why is that?

Is there any way around this nonsense short of having duplicate regions?
