I'm an experienced user, but I'm blanking on how to create this in Finale. To clarify, the notes vary (unlike how this sketch looks). The feathered beams are intentional. Thanks for any tips!

I would start the upper part with an invisible 32nd rest and that will push all the 16ths to the right, between the lower voice 16ths. Then use Special Tools > Secondary Beam Adjustment to do the feathering.

1) Notation with alternating stems is easy to do with layers.
The secret is that you should not hide the “in between” rests, but rather move the rests vertically down below the bottom of the page.
In that way the rests will not print, even if they are not hidden.

2) A different problem is feathered beaming (also known as fanned beaming).
Feathered beaming is done with the Special Tools Tool, with the sub-tool Secondary Beam Angle Tool.
When you are in the sub-tool Secondary Beam Angle Tool, the Message bar explains what to do:

Drag left handle to change height, right handle to change angle.
