... although they're in place, I can see them in Finder.

Any idea how to reactivate them in Finale?

Look in Preferences/Folders and make sure your bundle is in the plug-ins folder shown there.

The Plugins folder is in a different location than the other folders:

To match the other locations, I went to Finder and I copy/pasted the Plugin folder in the location under my username. Then I checked the Plugin box:

I clicked on the Plugin button to enter and reassign the Plugin folder:

There is no Library folder shown under my username, how do I make it visible?

The plug-ins should be in the "Macintosh Library" (your hard disk), not your user account library. The first 2 images show the correct path in this logic.
So, make sure that the plug-ins are in that location.
Question : do you have a M1 or M2 Mac ? (please add that information to your profile).
If you do and if the plug-ins are correctly installed, you will need to relaunch Finale in Rosetta mode because the JW plug-ins are not native (= not compatible with M1,...)
P.S.: in Finale 27, there is a subfolder under Plug-ins, JW Tools, which contains 8 JW plug-ins.

There are two sets of Finale folder hierarchies, with the same folder names.

One resides in the Library folder at System Level (root level), the other resides in your user account.

Yes, I know.
It can be confusing that you can find similarly named folders in two different places.

I left the Plugins in the original place, and in Finale I see all the plugins except the old JW plugins.

The new JW Tools plugins that are part of Finale now, they are there. I have a different folder that I named JW Plugins where I used to see the old JW plugins. Yesterday I noticed I can't see them anymore in Finale, although I checked in Finder and they're still there.

I am on M1 and I am/was in Rosetta mode

Is the JW Plugins folder that you have created a subfolder of the Plug-ins folder ? It should be. Do you see that subfolder in the plugins menu ?
Don't forget to relaunch Finale after you move things.
