Fills with 8th rests in 12/8

When I enter a half rest or even a dotted quarter rest (Finale 2012) in 12/8 time and then I move to the next measure, all rests change to all 8th rests! I'm sure it's a setting somewhere but have not been able to find it. How do I prevent this?

The music in 12/8 time groups the eighths as {3 + 3 + 3 + 3} - right?

In Other Words: 4 beats, each with the duration of a dotted quarter - right?

Solution:
In the Time Signature Tool, in the dialog box Time Signature, define the time signature as
Number of Beats: 4
Beat Duration: Dotted Quarter

(not as 12 beats, with the beat duration Eighth)
