I cannot delete the pick-up

If I understand you correctly, you are talking about the very first measure (= the pickup) - right?
You have a measure of 1 Quarter - right?
And you need to change the measure to an ordinary 2/4 measure - right?

This works for me:

Time Signature Tool.

Double-click the first measure (= the pickup).

Set the measure range to
Measure 1 Through 1

Set the
Number of Beats
to 2

Now the first measure is a 2/4 measure.

There are a couple of ways to create a pickup measure. If you used Document > Pickup Measure then use the Selection Tool and select the pickup measure, then Document > Pickup Measure > Clear Pickup > OK.

Rather than Finale's pickup feature, it looks this was created as a 1/4 measure displayed as 2/4. To delete it, select the measure stack (double-click with the Selection tool) and pick Delete Measure Stack from the Edit menu.

My case was the one mentioned by Peter

Then the route is:

1) Time Signature Tool.
2) Double-click the the pickup measure
3) Set the measure range to: Measure # Through #
4) Set the Number of Beats to 2
5) Now the first measure is a 2/4 measure.
