Hide Systems in a part

Hi all. Making a lead sheet for my quintet that has a bass line in the first system in the Rhythm Section part only. I want to hide it in the two horn parts, and make them appear as if the second system is at the top (as a faux System 1). I have already hidden the first system using the Staff Tool. I just need to make the second system appear as the first Page Layout's giving me a hard time with manually moving things around. Any hints or alternatives? Thanks!

Page Layout Tool.
Page Layout menu > Avoid Margin Collisions (de-select)

When the option {Avoid Margin Collisions} is de-selected, Finale allows negative values in the System Margins.
Which means that you can freely position any system anywhere.
