PDf inserts not exporting in PDF

PDF graphics in footnote examples do not always export when I export the file using the Graphics tool. They are missing from the final PDF. Sometimes it works, sometimes not. Repeating the export usually clears it up, but not always. If not, Print to PDF works.

Does anyone know the cause and how to prevent it?

Is this to be expected in 25.5 and has it been cleared up in 27?
