You can do it manually, with NoteMover Tool and Special Tools Tool.
But you can also do it with the plug-in (assuming that you are using the full Finale).
It's a little faster with the plug-in:
Plug-In menu > TG Tools > Cross Staff...
For even faster work, use the plug-in's hotkeys:
Select the desired region (with the Selection Tool), hold down the Alt key, and hit the DownArrow key (or the UpArrow key, depending of what you want).
