How can I write this into Finale?

I am unable to write the notes of the lowest clef into Finale. It doesn't seem to allow me to place harmonical notes with different length values (8th and 16th notes in this case).

You need to use layers. It's explained in the help files and tutorials.

Ok I managed to add them but Finale doesn't play the red notes (layer 2 notes) when I play the file. How can I make it play all layers?

Normally, Finale plays all layers, using the same midi channel by default for all the layers of the staff.
You can verify this in the Instrument list window. Use the arrow on the left to view all the layers and verify their midi channel and patch.
