I have an SAT (three part harmony) score with the melody (Saprano) in the middle of the three notes and the Tenor as the top note.
In one step I would like to move or transpose the top note only down an octave throughout the score or selected range and leave all other notes unchanged. Is this possible?

Are you using Finale 2008?
1) Is this score a 3-staff score, I mean with one staff for Soprano, one staff for Alto, and one staff for Tenor?
Or is it a 1-staff score, with all three voices in the same staff?
2) Are the three different voices in three different Layers, or are they all in the same layer?

"In one step" looks a bit optimistic, but in several steps, it should be possible.
1) Select the region, Utilities menu ->Explode Music. This will place each of the three notes on separate staves (existing or new).
2) Select the region of the staff to transpose (Tenor), and use Utilities->transpose to transpose it down an octave ( keyboard shortcut : 8 )
3) Select the region in all 3 staves, and use Utilities->Implode music.
Fusion the three voices back into the original staff.
This should give good results if all voices share the same rhythm.
