Turning off auto measure complete and easier voice switching

Hi all, I'm rather new to finale and I was just expressing my frustration with the auto measure complete when I go to switch voices and edit the bass line in a piano score. Is there a way to turn this off or a work around?
I like to notate all voices at once, and I'm trying to figure out the best way to go about doing this.
If anyone has any experience with their multiple voice work flow, it would be greatly appreciated.

Are you talking about composing this way, or notating from a handwritten piece?
When you say "notate all voices at once," do you mean that you want to build your piece as a series of chords, rather than a series of lines? If so, then create your chords in one staff, and then explode the parts out to their individual staves.
If that isn't what you mean, sorry, give us a better explanation of your workflow.
Also, please add the program you're using to your signature, in the forum Control Panel.

I mean when I'm actually writing in finale, not copying a written piece by hand into the program; what I do typically is that I will notation a voice, press "left arrow", jump to another voice and notate.
When I do this the entire measure autocomplete on the previous voice filling with appropriate rests which only causes problems when I go to continue the original voice as it is "filled" and won't let me add dotted notes and the like.
When I say voice I'm using layers, since I believe that's the official way to notate multiple voices
I also like the idea of notating all the chord in one staff and "exploding" to appropriate staffs, how do I do this? Is there also a way to notation multiple voices more fluently? Perhaps writing a chord, then changing a single note in the chord to another layer? Is this possible?

First, turn off Fill With Rests at End of Measure. You can find this in both the Simple and Speedy Entry options. This will let you switch layers, without inserting the extra rests.
Or, you could build a series of chords. Keep all of the chords in one layer. Select the measure, and Utilities>Explode Music... It's pretty self-explanatory from there. After you have exploded them, you can move the staves to different layers, and recombine them.

Just a couple more quick questions if you don't mind;
On the "Explode Music", sometimes it places a note in the wrong staff, how do I quickly switch it to the correct staff (same register) so that it connects to the voice above it?
Also once I've exploded the chords, how do I move individual voices to other layers.

Some individual note editing might be needed. Just delete or enter notes where you need them.
To change the layers, selection tool, right click, and Move/Copy Layers...
