Ritard is not working only in specific measures

When I add "rit." to specific measures in my piece, it does nothing. But if I add "rit." to other places in the piece, it works. For example, if I put a "rit." in measure 3, it works, and continues to slow down. But if I get rid of that "rit." and instead add a "rit." in measure 5, or measure 6, it doesn't do anything. It doesn't slow down at all. Attached is the file I am working with. "Human playback" is set to standard. I am in Finale 25 in Windows 10.

Human Playback can be fickle and make decisions all on its own. That's why I often just use the MIDI tool to put in specific time changes.

Anyway, HP is confused, I think, by the fermata. What worked in an experiment I tried was to put an additional quarter = 54 tempo expression just before the fermata. You can hide it. I believe that circumvents the confusion I think HP is having.

In such case, I add an extra rit. or rall or use the "Tempo Tap" option that always works.
