Soundfont Issues

I have a few soundfonts that I want to combine and use for playback on a composition I am working on. I am using viena to combine the soundfonts. The presets for all of these instruments in the original soundfonts are 000:000. When I merged them, I made them 000:001, 000:002, etc.
In Finale, I am loading the soundfont, selecting the intruments as program 1, 2, 3, etc, but depending on how I try it, I either just get playback from the first preset, or I get no playback.
I have used soundfonts with Finale in the past with no issues, but I have never tried to merge them. Does anyone know what I'm doing wrong?
