Dynamics not registering on some instruments?

Windows 7, 2014.5 and 25.3
Any ideas why in some places the saxophones don't seem to be playing back at the dynamics inserted? Specifically at mm. 48. I've tried every dynamic, but it all plays back consistently at the same "f".
Would it have anything to do with the alto and baritone saxes being Changed Instruments, doubling clarinet and bassoon respectively?
Any suggestions welcome.
