VST to 22 instruments

Maybe because a haven't a clear idea about the difference amongst Bank, channel,.., I don't know how to assign 1 VST for each instrument.
For instance, I assign 2 different VST flutes for staff 1. ok
Then 2 different VST oboes for staff 2. ok, etc...
The Bank 1 says 1-16 , so once I arrive to the instrument VST 16 how should I proceed?

You'd be better off setting up individual staves for each wind player. The easiest way to do that is to just use the setup wizard. Finale will assign instruments to banks and channels as needed.

For playback, it is best to use individual staves for each instrument.
Personally, I always have three versions of my score: the playback version, the actual printed score (where instruments share staves), and a file for making parts (each instrument on its on staff, plus cues).
You do the largest part of the composition using the first version (all individual staves).
Once actual composition is done, you create a clean printing score (the 2nd version).
And once that is done, prepare the version with cues (based on the playback score).

If your instruments are in groups, you have four tracks (layers) available for each staff - so for three violins, you can assign each it's own layer. So you might not have to have 22 staves. On the other hand, your average orchestral score could have that many (even when layering voices).
