Drum playback accent vs. regular

I'm using a Jazz Fusion Drum Kit for Low Tom sound. When I input notes, the drum sounds extremely soft (even at fortissimo dynamic). When there is an accent placed, the drum sounds very loud compared to the regular note, like 3-4 dynamic levels louder than the normal note when accented. I want a mix in between those for the regular drum playback sound. I have researched this problem, and people say to change key velocity of the drum. I've tried changing from 64 to 127 like people said to do. Same exact sounds, no change whatsoever. This is all when I press the "Play/Pause" button in "Playback Controls". When I use spacebar + click, it's a little different but still have the same problem.
