When playingback 2nt pass tempo slows down.

A few cases like yours have been reported.
It works if you set Human Playback to none. Which suggests that HP is responsible...

I think the pick-up measure may be responsible. Try adding a real measure instead (make it 1/4 displayed as 2/4).
