Somehow, you have measure numbers out of sync, between the flute and piano staves. And you only have one measure number region, so I have no idea how you got there!

Also, there are two blank measures at the beginning, and the numbering starts (in the flute) at the second one.

I deleted the blank measures (you can add them back in if they are needed.) I deleted and re-entered your DS al Fine. It seems to be correct, now.

Your D.S. has a large horizontal offset. I suspect you attached it to the next to the last measure and then dragged it to the right, which won't work. If I change the offset to 0 it looks like this.

I would also place "Fine" at the end of the measure where you want to stop, not the beginning.

Thank you very much, miker and motet for your time.
miker, I used your file.
I inserted 2 meausures for the hidden woodblock.
Then I renumbered measures, so number 1 will be the first measure Flute plays
Then I had to modify the "D.S. al Fine" to target #5 ( as I inserted 2 measures it was automatically changed to target #3)

When first applying a Text Repeat, it shows you to which measure it is about to be attached. If that is not the correct measure, then you can exit out and reapply to the correct measure. After the fact, when you choose to open the Text Repeat Assignment window, it shows you there to which measure the Text Repeat is assigned. Unfortunately, it doesn't give you the option of changing the measure assignment. However, knowing the measure number is a helpful piece of information. If it is wrong, then delete it and reassign it to the correct measure.
