When I play back a piece all of the sounds are very low no matter what bank I use.
I have to max out everything to get a decent volume.
sound are very low on playback

Finale with VST has been that way for many versions. I turn up the bank and master volumes. Sometimes that causes clipping. I'm not sure there is an answer to this known issue.

In MIDI/Audio, there's an item called VST Banks and Effects. You'll find a volume slider for each bank, as well as a Master slider. You can also increase the level of each instrument in each bank.
