Staccato is inconsistent

These two passages do not play back in the same way. The first one, this one, plays all notes as staccato.
The second one, this one, only adds staccato to layer 1.
If I add a staccato to the second voice in the Staccato 2 example it plays back correctly but when pressing play the staccato mark moves up like this and won't come back to it's original position unless I select the articulation tool. But as soon as I press play it jumps back up again.
Okay, when preparing the image for the original position of the staccato mark I tried once more and it didn't jump back. Something is not as it should be anyway.

Yes, that's what I did later, (as seen in the picture "Original staccato position"). But why do the notes that I circled in the Staccato 1 picture all play back with staccato although the lower E belongs to layer 2? Luckily I want it that way, but what if I didn't? Then it wouldn't sound as intended.

If you applied the staccato to layer 2, it should be on the stem side as shown in my picture. Since I can't tell where you attached yours, I can't say why it didn't play back.

I applied it to layer 1 since that was the "dominating" layer. As said the layer 2 note also plays back as staccato, despite that there's no staccato applied to this layer. But then, when making those assignments you should be able to at least hide the articulation in layer 1. I guess you can do that? Haven't checked it out in the manual yet.
There's one other thing. If I only want staccato in one of the layers it must be possible to show that in some way. In other words, if you want staccato in both layers, putting a staccato articulation in both layers should be the way to go, right?

I don't know why your playback is inconsistent. If you want to attach a Finale file showing the discrepancy, someone can take a look.
Like most things in Finale, you can hide an articulation by right-clicking on its handle and unchecking "Show."
