I am writing a piece with 8 bars of straight 16th notes. For all 8 bars, the first 16th note in the measure is louder than the rest. Is there a setting where I can change this? It sounds almost one dynamic level louder. Also, they are staccato notes. When I change the duration of staccato to 50%, some of the notes are way louder than the others.

Without seeing the file, it's hard to say. There are HP settings that cause things like this. You might try adjusting some of the settings there. If turning off HP eliminates the problem, then that is where you would need to work.

Try smaller note values instead of adjusting length in Midi.
16th/16th rest instead of Stacc 8ths.
