I'm using an iMac Pro with OS 10.15.7 (Catalina)
I'm using Finale V26.2.2

I set up a new score and copied one instrument from another score (with Midi Tempo 92 bpm)
I set up the new score Tempo using Midi Tempo at 60 bpm
1st Bar plays at 92 bpm, subsequent bars play correctly at 60 bpm

Tried all the close and reopen solutions, without success
Tried setting Playback Controls Tempo to 60, without success
Tried setting Human Playback MidiData Tempo to HP Ignore Data, without success

Any solutions would be gratefully appreciated.

Even deleting the instrument, and playing the empty score does not correct the issue.

Hard to say without seeing your .musx file. If you can attach it here, someone will figure it out.
