Midi Export using Garritan sounds, does not use ScoreManager settings

Okay I am just trying to learn Finale, just bought it a month ago, and am doing fairly good so far (Yes I am comparing it to my current Sibelius installation). I am creating some midi accompaniment tracks for use on my Tyros keyboard, but I am running into some weird problems with midi export. 1) it does not use the ScoreManager mute settings, 2) it does not use the ScoreManager instrument assignments, 3) My midi track settings work fine, as I use a standard which I developed elsewhere for track assignments.
I tried out the SmartMusic Soft sync, but after trying to read the instructions for this, with it talking about not having countoff measures, or pickup measures as they mess up the track synchronization, I abandoned that method - Way too weird.
So can I use Garritan instruments, and can I get the mute tracks to really stay muted during export?
This particular item could be a make it or break it, for me continuing to try to use Finale. Seriously it seems to be a decade behind Sibelius current versions in usability so far. I am trying it out because I thought it had better scoring capabilities, and perhaps it does, but so far everything else is getting me quite down on how unusable it is becoming. Sorry for my rant, but is there an answer as I cannot find it in Finale documentation so far.
