Does anyone have a step-by-step method for creating a suspended cymbal roll that goes from soft to loud? I am using the latest version of Finale and I am running Windows 10.

A better way might exists, like writing an articulated tremelo with a crescendo symbol added. If that fails, and if I understand you correctly, you can always do the following:

1. Layer 1 -> write the long note for the cymbal with the indication above.
2. Layer 3 -> zoom in -> write a series of 1/16th or 1/32 notes for the duration of the note.
3. Add dynamic markings, from, say, pppp to ffff (and/or add accents toward the end) -> hide the dynamic and accents markings.
4. Use Speedy Entry Tool to hide the small notes.

If space is limited, you can truncate the dynamic markings: duplicate a marking, edit the text to single letters and assign a velocity value to each. You should not have to labor so much for what you want, but the steps above will work; viz. printing a single note with the actual notes hidden, along with the dynamic markings that render a crescendo.
